Well, the latest statement from CORD team indicates that there is communication between Statehouse and Capital Hill (Raila Odinga secretariat that hosts CORD secretariat). It means the two leaders or at least their trusted surrogates are negotiating on how to resolve the IEBC issue. It is obvious the USA Embassy is also helping.
The stumbling block according to insiders is DP Ruto who is being pushed by among others the EMC Senator Murkomen who are said to be scared that a smooth working relationship between Raila and Uhuru may result into something catastrophic for URP wing going into 2017 general election.

CORD PRESS STATEMENT ON IEBC TALKS; JUNE 9, 2016:
Good evening, everybody.
Yesterday, President Uhuru Kenyatta made an announcement in which he expressed the willingness of the Jubilee coalition to form a Committee drawn from both houses of Parliament to “strictly and exclusively” discuss the matter of IEBC.
The president’s announcement was the culmination of communication between CORD, Jubilee and other stakeholders who are keen to see the country arrive at an acceptable way of reforming the IEBC and our electoral infrastructure.
We welcomed the move as a start in the search for the way forward on the matter of IEBC. Today, Jubilee coalition met and made further announcements on representatives to the envisaged negotiations.
Since yesterday, CORD has made consultations with Jubilee and other stakeholders to iron out outstanding issues that in our view are critical to creating a credible electoral body.
We do not intend to delve into these outstanding issues now.
We are happy to note that the two parties (CORD and Jubilee) have picked a team of four; two persons from each party to deliberate on the outstanding issues and report back within the next 24 hours.
CORD will be represented in the talks by Senator James Orengo and Hon Dr Simiyu Eseli.
We shall be able to communicate to the country a final decision on this matter within the next 24 hours.
