Devolution…The Lies and the Truth…
1. That national government is giving County governments money to implement projects and deliver services (lie). This is money set by the constitution. It is not Jubilee (national) government money. It is people of Kenya money through taxes that is paying for development and services at County and national levels.
National government has been withholding crucial functions and funds meant for devolution at national level thus denying Wananchi their rightful share of development projects and quality services.
Example: A small scale farmer in Kwale should be getting all support he/she needs from county government to increase productivity but national government is keeping funds for agriculture functions in Nairobi only to be using that money for politics( i.e. parachuting development from Nairobi) .
2. That working closely with or in national government is the only path to bring development to your area (lie). This is ‘porojo’ politics. All development projects managed and run by national government are allocated funds during the budgeting process by national parliament.
Those purporting to be going to state house or defecting to jubilee to get ‘development’ were in senate and national assembly when budget was being allocated and debated. What did they do to ensure budget and projects is allocated equally across the country? Which are these projects Jubilee government is promising outside what is budgeted for?
3. That projects county governments are implementing are part of national government projects because it is national government giving money to Counties (lie). County governments are not part of national government. They are not extension of Jubilee government.
County governments are implementing development projects and delivering services as required of them by the constitution. County governments plan the delivery of services in each county, utilize revenue based resources for the administration of the county and development programs.
4. That Kenyans are enjoying the fruits of development projects of Jubilee government in every corner of the country (lie). Jubilee has refused to restructure and align governance and development with and respect devolution. Kenyans are enjoying fruits of their fight against Jubilee sabotage and ill-will support of devolution.
Kenyans are getting what constitution expects governments ( county and national) to do. Jubilee government is holding crucial funds in line ministries, parastatals/state corporations and other agencies in Nairobi thus frustrating Ugatuzi.
