This study only considered the impact of grants and direct funding to counties. Hence,other performances in areas not related to grants and direct funding such as service provision, customer focus, environment including community, employee satisfaction, other finances, internal process innovation with learning have not been considered. The latter comprise major portion of a county’s performance.
Could you carry out a wholistic exercise that includes all parameters ?
