In his article that is published in today’s Daily Nation newspaper, Raila Odinga has proposed radical changes to Kenya’s presidency and the devolved system of governance as follows.
ON EXECUTIVE
1] To demystify an all-powerful presidency that is a “strong tool for exclusion”, and a source of all evils, Raila proposes amendment to the constitution to establish the office of prime minister and that of the President.
2] The leader of the majority party or coalition in parliament shall automatically become the prime minister whose functions includes but are not limited to :-
a) Head of government
b) Constitute the cabinet
c) Chair the Cabinet
3] The president shall be popularly elected by the people with the following functions including but not limited to :-
a) Head of state
b) Uphold and defend the constitution
c) Promote national cohesion and integration
d) Commander in chief of armed forces.
ON DEVOLUTION
1] Raila proposes establishment of a third level of government known as region or province in which a number of counties within the same region shall be clustered under an administration unit.
2] Raila proposes establishment of 15 provinces or regions.
