STATEMENT ON NKAINSERY’S DUMBFOUNDED ALLEGATIONS ON MOMBASA COUNTY ALLOCATIONS
Ladies and Gentlemen, today is an unfortunate day for Mombasa. We are shocked and dumbfounded at the conduct of the Cabinet secretary for Internal Security. It has come to our knowledge that General Nkaaissery alleges that an allocation of 32Billion was made to Mombasa County by the Jubilee Government over the last three years.
We would like to state that the County Government of Mombasa has only received a total of 13.4Billion shillings since the inception of devolution. Kshs 3.05B in her first year, 4.7Billion in the second and 5.7B in the third. With a wage bill of 4.2Billion, It is therefore only by prudent management and tough spending regulations that survived her early years in devolution.
Instead of securing the lives of the 12 noble Kenyans that died yesterday in Mandera from Al Shabaab attacks, our condolences to their families, he was busy in Mombasa campaigning for his party at the Akamba Handicraft centre in Changamwe, Mombasa. This man does not know his job. The good general does not understand his constitutional obligations as a Cabinet Secretary. Matters of County Fiscal responsibility are the constitutional purview of the Commission on Revenue Allocation, the Senate, the Treasury, the Controller of Budget, the Auditor General, the National Assembly and not the Cabinet Secretary for Internal Security.
As he violates all basic rules of Mathematics, Mr Nkaissery should also know that Mombasa County Government has had few and been cleared of all audit queries. A standard unfulfilled by the ministry he supervises. We would like to remind Mr Nkaissery of the EACC survey early this year that concluded his ministry as the most corrupt in the eyes of Kenyans. We would like him to focus his fiscal efforts on balancing the books in the Ministry of the Interior where Kshs 188Million of Kenyans money disappeared earlier this year and leave Mombasa alone.
Mr Nkaissery sets a bad example for the children of Mombasa. His false claims claims in broad daylight disregard all fact and any accuracy. This is a complete fabrication and a shocking lack of knowledge and personal interest in public affairs for a man occupying such a sensitive post in public affairs. By his statement, either the general is complicit in our underallocation or is privy to a crime that has hidden 16Billion from Mombasa County over those three years. Since he is used to disappearing money, he should let us know where our 16Billion he alleges we have been given has disappeared to.
We would also like to let jubilee know that they can change neither the evidence nor the trajectory of history. The evidence shall bear us witness. It is there for all to see. We know where we are and where we are going. This is evidence of his party’s deliberate attempt to strangle devolution through underallocation. We would like to tell Kenyans that the Jubilee people were never for devolution and they never shall be.
We would like to tell Mr Nkaissery that we are still here alive and kicking. He is a testament to Kenya’s past and the problems of devolution. He has become a direct cause of them. Mombasa County shall be here long after his brief stint as Cabinet Secretary that is about to expire in a few months.
We would like to state here and now that Mombasa is in full support of all efforts to increase allocations to the counties. These include not only the efforts by the CRA, Pesa Mashinani, OKOA Kenya and constitutional amendments, but the complete removal of this anti-devolution Jubilee Government from any position of power by the ballot.
We have been starved of development expenditure. They withheld Kshs 700Million in conditional health grants in the first year. They withhold access of the county government to its funds illegally. They underinvest in Mombasa. They are sabotaging the city by creating a Dry Port in Naivasha. They block Mombasa County projects. However through the leadership of his excellency the Governor, we have survived this Jubilee administration. We have seen him build tens of kilometres of feeder roads. We have seen new hospitals and the equipping of old ones. We have seen bursaries given to tens of thousands of people. We have seen milk provided to children in school. The people of Mombasa are grateful to the Governor and we urge him to keep telling the truth to power. He should not relent at his fight for devolution.
For the residents of Mombasa and Citizens of Kenya, for devolution to succeed you have to bring the party that brought devolution to you into office. Long live devolution, long live Governor Joho.
