Treasury CS Henry Rotich will be prosecution over the 21 billion dams scandal. Rotich was grilled by DCI sleuths who had a file with 300 questions, the interrogation took a marathon 36 hours.
The DCI sleuths are convinced the Treasury boss has a case to answer, “we are preparing the investigations file that will be forwarded to DPP by latest mid next week” – a senior officer who was part of the team that grilled Rotich confirmed to media on condition of anonymity.
Sources revealed that the investigators had unearthed a web through which a conduit had been created to siphon off Sh21 billion that Treasury had budgeted for the construction of the two dams.
Yesterday, the CS was grilled on a wide range of issues including the possibility that the companies awarded the cash would collapse with public funds.
Rotich arrived at the DCI headquarters, Kiambu Road by 9am. His lawyer Katwa Kigen had arrived earlier.
Next week, DCI investigators plan to summon senior officials from the Ministry of Agriculture for questioning over the same matter.
The investigators further pressed the CS on issues relating to payments to companies involved in the construction and insurance of the two projects.
Sources said Rotich, owing to the executive nature of his position, was required to answer to all queries related to the financing of the project.
Treasury PS, Kamau Thugge, who is the accounting officer in the ministry, has also recorded statements with the police.
Rotich last week said advance payment made to the contractor of the two dams was done within the law.
Rotich who is a close ally of president Kenyatta turned a Ruto boy will be the sacrificial lamb as others especially the Kalenjin politicians behind the scam had their backs covered.
It is also expected that President Uhuru will request Rotich to step aside once the prosecution file is ready. DPP is said to be eager to roast the big Kalenjin cockerel
