In my assessment the police should operate in the following manner when faced with demonstrations that turn nasty leading to stoning of cars, people, looting & burning properties
1. Protect people/property from attack/destruction.
2. Arrest the looters/arsonist
3. Fire bullets in the air to scare off the “demonstrators”
4. Fire teargas canisters
5. Use rubber bullets.
6. Use ammunition intended to injure & arrest
7. Shooting is a matter of last resort when people’s lives are under real threat or when the arson attacks cannot be otherwise prevented..
