It has now been revealed that Interior PS Karanja Kibicho ordered for the arrest and humiliation of EALA MP Simon Mbugua on Tuesday due to the exposure of the Sh650m Kampala scandal.

It’s believed Mbugua who represents Kenya in the regional assembly was instrumental in giving information to the National
Assembly on the multi million shilling scandal which could lead to the jailing of Kibicho.

PS Kibicho has already been summoned by the National Assembly over the loss tax payers money amounting to Sh400m.

Kibicho ordered for the arrest of Mbugua on claims that he planned the attack against former NCBDA chairman Timothy Muriuki.

Kibicho is said to have directed flying squad officers to get information from Mbugua on how the Kampala scandal was leaked.

Kibicho is expected to appear before MPs over the acquisition of a Sh650 million property in Uganda in 2014.

The Chancery building located in Kololo, Kampala, houses the Kenyan High Commission and was acquired at the time Dr Kibicho served as the Foreign Affairs Principal Secretary.

Dr Kibicho is expected to explain to the National Assembly’s Public Accounts Committee why the ministry opted for the highest bid instead of a lower one of Sh250 million.

He is further required to disclose why the ministry overshot the Sh400 million budget allocated for the acquisition of a residence for the High Commission at a time the ministry was experiencing financial constraints.
