CAS positions are unconstitutional, should be scrapped

Rarieda MP Otiende Amollo, his Tongaren Counterpart Eseli SImiyu, and Former Gem MP Jakoyo Midiwo want the post of Chief Administrative Secretaries (CAS) scrapped.
In an interview on NTV’s Am Live, the trio said that the post is a waste of resources of the general public.

The leaders said that the Cabinet Secretaries can perform their roles as well as those left by the CAS without them being in office.

They noted that the Punguza Mizingo Bill by Former Presidential candidate and Thirdway Alliance Ekuru Aukot should also target them.

They said that the high wage bill is as a result of such posts in government.

“There is nowhere in the constitution where the CAS exists. Those seats are illegal, and the vehicles they are using in the streets should be what the aim of ‘punguza mizigo’ was,” said Midiwo.

Amolo also reiterated that the posts are not part of the constitution. He noted that the creation was adopted by the current regime but it has done the country more harm than good at the end of the day.

“CAS doesn’t appear in the constitution, it was a creation of the current regime and it was not founded in the constitution or in the law,” he said.

On his part, Eseli said that he doesn’t see the work of the CAS’s as much as they are being paid per month for being in office.

“CASs’ are not accounting officers if they are answering anything they are answering on behalf of the CSs’ or the the PSs’ which is not right,” he said.
