In the wake of embarrassing corruption scandals, Jubilee government this shut down the Efficiency Monitoring Unit, suspecting it could be the body Exposing failures.
The institution was set up by NARC in 2003 with strong push by then Planning Minister Prof Anyang’Nyongo to measure government service delivery following the defeat of Kanu. It’s yearly reports exposed wrong doing in government but had strong support of President Kibaki and later Prime Minister Raila Odinga.
Mid this week, the Unit was instructed to close shop and allow President Delivery Unit ran by Tony Blair to measure Jubilee performance. The government suspects EMU is being controlled by Raila Odinga.
It is the third organization formed by Raila and Kibaki to be killed by Jubilee. The others are Vision 2030 and the National Economic and Social Council which came up with key projects to enable realisation of Vision 2030.
