They don’t even think that amongst these people could be healthcare workers rushing to save lives.
There is no law that allows police to beat people up. Police are only allowed to apply reasonable force within the strict confines of the law.
They also need to use common sense. For instance, when I was walking home it started raining. What if the rains were too heavy for me to reach home by 7 PM?
