Statement by the Council of Governors on the Joint Select Committee to Resolve the IEBC Crisis
His Excellency the President’s announcement on the formation of a Joint Select Committee to resolve the impasse over the Independent Electoral and Boundaries Commission (IEBC) is a welcome development in the face of increased tensions around the country as well the tragic loss of lives in the midst of public protests.
The Council of Governors considers this initiative to be in line with our position of calling for dialogue as a key element of enhancing preparedness for the 2017 general elections; a matter that was the subject of a consultative meeting convened by the Council on June 7, 2016.
This is a good window of opportunity and a first step in the right direction. We are aware that other steps will follow to guarantee a free and fair election that is acceptable to all. As the processes gain momentum we are aware that other leaders from the County Governments, religious leaders and other sectors will also join the initiative to ensure inclusivity of stakeholders required to meet this momentus task for meaningful changes to obtain to support a credible process.
Indeed there are many other contemporary matters that will benefit from the current climate of dialogue which we applaud. We also note that the Supreme Court crisis requires urgent resolution to enable it to take its rightful place as a dispute resolution mechanism in the electoral process.
Lastly the two-third constitutional principle must also be operationalized as a failure to do so may occasion a constitutional crisis at the heart of preparing for the 2017 elections.
Therefore as we support the ongoing efforts that will eventually expand to include other leaders from both County and National Government. We urge all Kenyans to exercise patience, restraint and commitment to Country.
