Mombasa Governor Ali Hassan Joho skillfully navigated audit queries yesterday in a way that had the effect of deflating, particularly, Senator Haasan Omar Sarai.
I’m reading the papers now and I’m impressed. It’s long since I saw a politician pull a spectacularly skillful maneuver!
First, Joho admitted that the particular financial year that his county did not follow fully the provisions of the Public Audit Act, there was a human crisis: nurses had gone on strike and he needed to pay them to resume duties.
The cost of dereliction, if he had followed to PAA to the letter, would have been ‘loss of lives’.
In a way, he was telling the senators that when he was faced with following rules and saving human life, he saved human life…and he insisted, which had the effect of showing he acted in good faith in an extra-ordinary situation, that it was only once. Since then, he has followed all the rules.
Despite himself being a smart politician, in no other county do you find some smart bureaucratic functionaries as Mombasa. No wonder Mombasa makes Uhuru angry….”hamukutupigia….tusemezane ukweli…”.
As for Sarai (comrade, friend), support Joho for one term and inherit his team, add to your team and get to 2032…juu bila hii itakuwa ngori…
