IEBC Commissioner Dr Roselyn Akombe was blocked from boarding flight to US last evening for failure to produce a clearance from Head of Public Service; cleared this morning.
It is normal practice for senior public officials to seek clearance from head of public service even when they are travelling on ordinary passport or diplomatic passport.
The requirement to obtain clearance from head of public service has been in place for decades and its not clear if members of independent bodies are also obliged to obtain the same.
In 2013 Chief Justice Willy Mutunga was blocked for not obtaining clearance from the then head of public service Francis Kimemia.
Owing to Dr Akombe’s outspokeness, social media was a buzz that she was blocked for fear of what she might expose regarding the controversial presidential election.
