Chiloba, Chebukati differ over UNSTAMPED ballot papers

IEBC top leadership appear divided over how to interprete unstamped ballot papers with the commission issuing two conflicting memos.

In the first memo, the commission wrote to presiding officers and returning officers informing them that unstamped ballot papers are valid, only for a second memo to be produced, quoting a decision by the commission, that unstamped ballot papers will be treated as invalid.

Sources within the commission say the CEO, Ezra Chiloba, was overruled by the IEBC Chair Wafula Chebukati.
