Energy cabinet secretary Mr. Charles Keter should resign on two accounts. One, when confronted to explain the incidence of inflated bills Kenya power customers incurred, he dismissed the allegations and categorically denied the existence of this scam.
Months later, investigation has unearthed shameful and undeniable scam in which Kenya power has been imposing inflated bills on customers with unprecedented impunity.
Sadly, instead of taking responsibility by resigning for lying and misleading the public, Mr. Keter has shifted the blame to field officers for laziness and incompetence.
In civilized societies, Mr Keter would resign. Secondly, the so called field officers would also resign or be fired. Third, criminal culpability would be investigated and prosecution preferred against any official who violated the law and engaged in impropriety. But Kenya is such a banana!!!
