• IEBC Vice Chairperson Consolata Maina, commissioner Boya Molu, Director Elections Immaculate Njenge-Kassait, manager procurement Milca Chebosis and broker Kairu were instrumental in removing IEBC Director of Procurement Lawy Aura.
• Milcah Chebosis to take over and ‘act’ throughout the Ballot Printing process.
• Milcah Chebosis was brought to IEBC by Samuel Chepkonga.
• She is part of a faction within IEBC that includes Consolata, Chiloba, Kassait, Tororey, Peninah Mureithi and Boya Molu (others).
• Same group were instrumental in the removal of IEBC ICT Director James Muhati.
• Ksh2.6 billion Ballot Printing tender likely awarded to Al Ghuriar (credible source tells me). Tomorrow will set the record on this.
• Broker Kairu, said to be longtime boyfriend of Emmaculate, has been agent of Al Ghuriar. Bragged how IEBC officials had pocketed Ksh200m.
• Al Ghuriar started ballot printing processes a week ago, including ordering for ballot papers from China.
• Al Ghuriar is said to have local shareholders ~ politically connected ~ though firm is listed in Dubai.
• Al Ghuriar is the ‘go to’ company by regimes/governments that want to rig elections via ballot stuffing. Prints more ballots. Refer to Zambia, Uganda.
• High Court and Public Procurement Administrative Board already ruled manner in which IEBC had initially awarded Al Ghuriar the tender was illegal, hence quashed the tender.
• This will be the second time IEBC is awarding the ballot printing tender to Al Ghuriar.
• Audit report by KPMG damning.
• Report indicates it may not be issued to the public. Gist is: IEBC register so fundamentally flawed no credible election can be conducted using it.
• Internal IEBC ICT system audit reveals commission may have bought software mwitu, for BVR and EVID processes.
