It is emerging that the Independent Electoral and Boundaries Commission (IEBC) is deliberately setting up the country for a catastrophic failure on 8th August 2017.
The revelations come amidst grave concerns by Kenya Police Service that failure of KIEMS would pose a serious threat to national security and stability.
The recently single sourced Kenya Integrated Elections Management System (KIEMS) equipment which is intended for deployement in compliance with the Elections Act which provides that an Integrated Elections Management Systems (IEMS) for voter registration, voter identification and results transmission be in place on voting day may not work as expected.
The KIEMS equipment is mostly housed in an eight inch tablet computer supplied by Saphran Morpho. On 8th August 2017, this Tablet will perform three primary functions:
(a) House the Principal Register of Voters.
(b) Be used to Identify Voters through their Biometric Details; and
(c) Be used To Transmit election Results, electronically.
If this TABLET fails to work, the entire ELECTION will go MANUAL. If this happens, it falls within diabolical Jubilee plans for facilitation of ghost voting and ballot stuffing.
Interestingly, there is a high likelihood, which experts rate it at more than 80%, that this KIEMS tablet will fail to work, because of the deliberate failure to provide it with adequate independent power source which is required for the purpose of powering the tablet for the whole day on election day.
According to Wafula Chebukati, the KIEMS kits are fitted with heavy duty 24-hour standby capacity battery pack. Experts who have undertaken random technical tests on the gadgets, strongly disprove this claim. Either the IEBC Chairman was misled or the supplier provided equipment with inferior specification, or both!
During the 2013 general elections, the Electronic Voter Identification Devices (EVIDS) did not FAIL. There was no arrangement to POWER THEM he ce forcing IEBC to resort to manual voting. It has since emerged the failure was systematic and deliberately done to facilitate rigging via the manual voting system.
In 2017, the KIEMS tablet will fail because THE SINGLE POWER BANK SUPPLIED to power it is INSUFFICIENT to power it for the whole DAY contrary to the Chairman’s assertions that they have a 24 hour power pack.
According to experts who are privy tonthe field tests undertaken on the equipment, the single power bank fitted to the KIEMS will simply not be sufficient for an entire day of voting.
The recently concluded Voter Verification Exercise only served to.prove one FACT, that a FULLY CHARGED KIEMS TABLET, together with ONE FULLY CHARGED POWER BANK (which is what was supplied during Voter Verification) could not handle more than 100 prospective voters. This fact can be verified from any IEBC Voter Verification Clerk who used the Tablet. This worrying development has forced consultants working with IEBC to question the wisdom to deploy the same equipment to service 700 prospective voters on Election Day. According to them, it will be an impossibility.
This has led election experts to conclude that IEBC is deliberately leading the country into a sham election that will not be credible nor accountable all in the name of ensuring a continuation of the status quo.
This conclusion is reinforced by the fact that despite nunerous cautionary memos, expert advise and technical recommendations to the IEBC Commissioners and Secretariat Officials, there has been no action taken to correct rhis anomaly yet the country is counting days to the defining polls.
In order for the Each KIEMS Tablet must be supplied with 4 Power Banks or more. The Voter Verification Exercise proved the power consumption of the TABLETS. And that test-run should have INFORMED planning for the General Election. It hasn’t! Could this be deliberate?
In particular, in ensuring that each Tablet was supplied with enough Power Banks. This is so because the use of KIEMS did not envisage the availability of Electricity in all the Polling Stations, nationwide.
Unless urgent action is taken, we are looking at a REPEAT OF 2013 election malfeasance. In 2013, most of the cheap Chinese LAPTOPs which housed the Electronic Voter Identification simply ran out of power. The then IEBC Chairman Ahmed Isaak Hassan was only too glad to announce a translocation to manual voting.
Disgraced Hassan was playing to a carefully plotted rigging script which was not discovered until Uhuru Kenyatta was sitting pretty in State House having been sworn in on the strength of an estimated two million ghost voters.
KIEMS was acquired in a shadowy deal for an estimated Ksh 4 billion and it’s failure will not just be a colossal financial loss, it will also expose the country to a disputed election that could trigger violence and civil strife.
